Homeland Security Summit Held in Imphal; Focus on “Integrated Security for a Changing World”

Imphal, Manipur – The Homeland Security Summit was successfully held on October 17 in Imphal, bringing together
experts and stakeholders from across the national security spectrum. The event served as a platform to address emerging
internal security challenges and the evolving role of the private security sector in India.
The Summit was graced by Shri Arun Kumar Sinha, IAS, Principal Secretary, Government of Manipur, as
the Chief Guest. In his address, Shri Sinha emphasized the importance of collaboration between public and
private security mechanisms in maintaining peace and stability. He highlighted that evolving threats demand
adaptive and integrated approaches where trained private security personnel play a crucial supporting role in state
and national security efforts.
The Guests of Honour included Dr. Th. Dhabali Singh, Chairman & Managing Director, Babina Group of
Companies, Dr. Mayengbam Veto Singh, MCS, Joint Secretary (Home), Government of Manipur and Kunwar
Vikram Singh, Chairman, CAPSI. The summit was presided by Shri Rajkumar Babloo Singh, Director,
Homeland Group.
Dr. Dhabali Singh, in his address, underlined the importance of security in fostering business confidence and
tourism development in the state. He appreciated CAPSI’s initiative to bring structured professionalism to the
private security industry.
Dr. Veto Singh lauded the formation of the Manipur Chapter of CAPSI and reaffirmed the State Government’s
commitment to working collaboratively with private stakeholders to strengthen the security ecosystem. He stated
that the department will ensure strict enforcement of the Private Security Agencies (Regulation) Act (PSARA)
and uphold compliance across the sector. He emphasized that only trained and certified security guards should
be employed by agencies holding valid licenses issued by the department. Dr. Singh further underscored that it
is illegal to engage untrained personnel or those not certified by an authorized training centre.
Kunwar Vikram Singh, Chairman of the Central Association of Private Security Industry (CAPSI), delivered the
keynote address titled “Indian Security Industry – Fortifying the Internal Ecosystem.” In his address, he highlighted the
growing significance of private security agencies in complementing national efforts and emphasized the need for structured
training, regulatory clarity, and deeper integration with public security systems.
“The security landscape is rapidly changing. India’s private security industry must evolve as a strategic partner in ensuring
internal stability, particularly in sensitive regions like the Northeast,” Singh stated.
In a significant development during the summit, the Manipur State Chapter of CAPSI was formally launched, marking a
crucial step in strengthening coordination and capacity-building at the state level. The newly constituted leadership of the
chapter includes:

The chapter aims to work in close collaboration with local law enforcement and civil administration to raise professional
standards in the private security sector and bolster the overall security preparedness in Manipur.
The Central Association of Private Security Industry (CAPSI) is the apex body representing India’s private security sector.
Established to bring structure, recognition, and professionalism to the industry, CAPSI works closely with government
agencies, regulatory bodies, and private stakeholders to shape policies, promote ethical practices, and enhance the
capabilities of security service providers across the country. Representing over One Crore security personnel, CAPSI leads
and empowers the largest organized workforce in India, contributing significantly to the nation’s internal security and socio-
economic development.
The summit concluded with a call for deeper public-private cooperation, improved training infrastructure, and greater
policy attention toward private security in India’s internal security framework.
