MHA to ensure “Ease of Doing Business” forPrivate Security Industry
New Delhi, 25th June 2026: The Private Security Industry Associations under the aegis of the Ministry of Home Affairs (MHA), Government of India, will organize a Joint Workshop on PSARA Compliance & Enforcement on 25 June 2026 at the Constitution Club of India, New Delhi. The workshop will bring together senior officials from the Ministry of Home Affairs, State Controlling Authorities, DGPs and ADGPs, over 400 representatives of private security agencies and industry stakeholders to discuss challenges and opportunities related to the implementation of the Private Security Agencies (Regulation) Act, 2005 (PSARA).

The workshop will serve as a collaborative platform for dialogue between government authorities and industry representatives, with the objective of strengthening compliance mechanisms, enhancing regulatory effectiveness, promoting the professional growth and Ease of Doing Business of the private security sector in India.

The programme will commence with a welcome address by Kunwar Vikram Singh, Chairman, Central Association of Private Security Industry (CAPSI), who will highlight the significant contribution of the private security industry towards national security, public safety, and employment generation. He will also emphasize the importance of coordinated efforts between regulators and industry stakeholders to ensure effective implementation of PSARA across the country.

Ms. Kriti Garg, IAS, Deputy Secretary (Police Modernization), Ministry of Home Affairs, will make a presentation outlining the Ministry’s perspective on PSARA compliance, regulatory expectations, and ongoing initiatives aimed at strengthening the private security ecosystem.
The workshop will feature a panel discussion involving representatives of private security agencies and industry associations such as FICCI, SAI, KSSA, BSRU and others who will share their experiences and discuss challenges encountered in the implementation of PSARA. Key issues relating to licensing, compliance procedures, training standards, manpower development, and regulatory harmonization are expected to be deliberated upon.
A dedicated session will also be held to hear the perspectives of State Controlling Authorities, providing an opportunity for regulators and industry representatives to exchange views and identify practical solutions for improving compliance and enforcement mechanisms.

The deliberations will be followed by an interactive open-house discussion and question-and-answer session, enabling participants to engage directly with policymakers and regulatory authorities.
The keynote address will be delivered by Shri R. Prasana, IAS, Joint Secretary (Police Modernization), Ministry of Home Affairs, who is expected to outline the Government’s vision for strengthening the private security sector and reinforcing its role as a key partner in India’s security framework.

The workshop is expected to result in meaningful recommendations for enhancing regulatory compliance, promoting best practices, addressing operational challenges, and fostering greater cooperation between government authorities and the private security industry.
